Professional Experience:Ms. Bross focuses her practice in the areas of redevelopment, brownfields and environmental law, with an emphasis on the acquisition, remediation and reuse of contaminated sites. Ms. Bross presently serves as redevelopment counsel on special projects for Gloucester County, as well as redevelopment counsel for the Pennsauken Township brownfield waterfront redevelopment area. She also serves as special redevelopment counsel for East Greenwich Township, Keyport Borough, Mantua Township, Borough of National Park, Pilesgrove Township, Washington Township, Westville Borough, Wood-Ridge Borough, and Wrightstown Borough.
Prior to joining Parker McCay, Ms. Bross represented the New Jersey Department of Environmental Protection, the Department of Community Affairs, the former Commerce and Economic Growth Commission and the Department of Treasury concerning redevelopment and brownfield issues. She served as counsel to the New Jersey Brownfields Redevelopment Task Force, and was a representative for the New Jersey Attorney General on the reuse of waste tires. In addition, Ms. Bross drafted New Jersey's cleanup contracts.
Ms. Bross was instrumental in the passage of the New Jersey Brownfield Act, and negotiated the consent decree for Jersey Gardens Outlet Mall in Elizabeth, New Jersey. That project received the 2001 USEPA Phoenix Award. She is highly experienced in creating agreements on behalf of public and private entities in redevelopment and other real estate matters. Ms. Bross negotiated the Redevelopment Agreement between Campell Soup Company and the Camden Redevelopment Agency for the Campbell Soup Headquarters Expansion Project. Additionally, she worked with the Camden Redevelopment Agency to acquire numerous properties needed to erect the Cooper Medical School at Rowan University.
Ms. Bross regularly publishes in her field, as well as lectures on environmental liability and brownfields revitalization redevelopment and issues, including eminent domain.
