Professional Experience:Mr. Finkel focuses his practice in the areas of tax and public finance. As a nationally recognized tax expert, his experience in this field is highly diversified and includes financings for government facilities, exempt facilities, such as single and multi-family housing and health care facilities, 501(c)(3) financing, industrial development bonds for manufacturing facilities, as well as tax credit bonds, Build America Bonds, and refundings. Since joining Parker McCay in 1991, Mr. Finkel has represented organizations and issues involved in controversies regarding tax exempt bonds and 501(c)(3) status before the Internal Revenue Service and has obtained favorable private letter rulings on noteworthy issues.
He has been nationally published in the tax-exempt finance area and serves as tax consultant to firms acting in the capacity of bond counsel in New York, Texas and Pennsylvania.
Professional Activities and Memberships:- Member of the American Bar Association (Tax Section, Committee on Tax-Exempt Financing and is an active member of the Intermediate Sanctions Subcommittee)
- Frequent panelist for the National Association of Bond Lawyers.
- Served on various IRS task forces.
