Robert Cloutier

Overview

Associate Rob Cloutier is a natural fit for our School Law team. A licensed attorney in New Jersey and Pennsylvania, Rob has 35 years of experience in public education, including 19 years in administrative leadership and 16 years as a high school teacher. He culminated his education career as a superintendent in a New Jersey school district, where he grew academic, technology, and social-emotional programming despite S-2 state aid reductions. During this time he oversaw more than 250 staff members, and collaborated closely with legal counsel on employment law, policy implementation, and board operations. Rob successfully led a multimillion-dollar bond referendum, secured a competitive NJDOE grant in ratification intelligence, and earned Apple Distinguished School status. His leadership prioritized both student-centered outcomes and legal compliance, with initiatives that included negotiating collective bargaining agreements, implementing IDEA and Section 504 regulations, and implementing district-wide safety upgrades as a credentialed New Jersey School Safety Specialist. His expertise in translating complex legal requirements into actionable, compliant practices has been a hallmark of his career.

Earlier roles as Director of Curriculum and Professional Development, Vice Principal, and Social Studies Teacher further shaped Rob’s comprehensive understanding of education law. He managed Section 504 accommodations, collaborated with Child Study Teams, and led inclusive instructional initiatives. His classroom experience includes teaching students at all academic levels, including those in ICS and Advanced Placement courses. He has served as a coach for multiple high school sports and as the teacher-advisor for the mock trial team. Notably, Rob was even a teacher on the summer maintenance crew working alongside students while serving as the district’s parking lot painter.

 After the conclusion of a distinguished career in education, he looks to bring his specialized knowledge and experience to help our clients, understanding all too well the challenges they face. His legal practice is informed by deep firsthand knowledge of school systems, providing clients with solution-oriented, strategic counsel rooted in real-world experience.

Rob earned his Juris Doctorate from Temple University Beasley School of Law, where he received the CALI Award for Legal Research and Writing, the Milton C. Sharp Memorial Award for Land Use Planning, and recognition for Outstanding Oral Advocacy. Rob has been an adjunct professor teaching school law in a graduate master’s degree school leadership program. He also holds a Master’s Degree in Management and has completed doctoral coursework in educational leadership. In addition to his law licenses, Rob is certified in New Jersey as a School Administrator, Principal, School Business Administrator, and Teacher.
